China to Enforce Stricter Export License Rules for Steel and Related Products
BEIJING — China’s Ministry of Commerce and the General Administration of Customs have jointly issued Announcement No. 79 of 2025, implementing a stricter export license management system for steel and related products, effective January 1, 2026. This policy reinstates export licensing for certain steel products after a 16-year pause, aiming to enhance trade compliance and global supply chain stability.
According to the new regulations, exporters must provide:
Export contracts directly linked to the manufacturer;
Official quality certificates issued by the manufacturer.
Previously, some steel shipments relied on indirect methods such as third-party payments. Under the new system, such transactions may face customs delays, inspections, or shipment holds, highlighting the importance of compliance.
