China's Steel Industry Opens A New Era Of Transformation
Wang Tie, Director of the Carbon Market Division of the Department of Climate Change of the Ministry of Ecology and Environment, stood at the podium of the 2025 International Forum on Carbon Emission Reduction in the Building Materials Industry and announced that the three industries of steel, cement and aluminum smelting will start the first carbon emission quota allocation and clearance and compliance work. This policy will cover an additional 3 billion tons of carbon dioxide equivalent greenhouse gas emissions, increasing the proportion of carbon emissions controlled by the national carbon market from 40% to more than 60% of the national total.

In July 2025, the Chengdu Institute of Advanced Metal Materials announced a patent for a "heat treatment method for improving the low-temperature impact performance of martensitic aging stainless steel". Zero-carbon Factories And Circular Economy, From Concept To Practice
1.Green steel is moving from concept to reality. Zhenshi Group's Oriental Special Steel Project uses full oxygen combustion technology to reduce the natural gas energy consumption of the heating furnace by 8Nm³/t steel, while eliminating the denitrification process to achieve ultra-low emissions. More importantly, its energy system innovation - the combination of a 50MW/200MWh energy storage system and a distributed photovoltaic power station to build a "source-storage-load" coordinated green electricity supply network.
2.The circular economy model is accelerating in the steel industry. The integrated application of short-process steelmaking solid waste and chromium-containing waste liquid treatment technology enables Oriental Special Steel to meet the "ultra-low" atmospheric emission standards (4mg/Nm³) in Jiaxing. In Hubei, Zhenhua Chemical invested 100 million yuan to build a smart factory, achieving an annual carbon reduction of 120,000 tons; Xisai Power Plant saved 32,000 tons of coal through technical transformation.
3.Digitalization has become an accelerator of green transformation. Xingcheng Special Steel has become the first "lighthouse factory" in the global special steel industry, and Nangang Co., Ltd. has achieved comprehensive interconnection of equipment, systems and data through the industrial Internet platform6. Hubei Hongrui Ma New Materials Company has undergone digital transformation, and workers can manage orders, inventory and quality inspections through electronic screens. After the transformation, the company's output value increased by more than 20%.
4.Xisaishan District has implemented a gradient cultivation system of "advancing and stabilizing regulations - specialization and innovation - single champion - green manufacturing". There are already 20 provincial-level "specialization and innovation" small and medium-sized enterprises, and Daye Special Steel and Zhenhua Chemical have become national single champion enterprises. Challenges And Prospects: The Only Way To Become A Strong Steel Country
1.The road to transformation is still full of thorns. The special steel industry faces complex challenges in the second half of 2025: Although the Sino-US tariff game has eased, the uncertainty of the global trade environment remains; the domestic "general to superior" process is affected by the fluctuations in the rebar market, and the production strategy of enterprises is wavering. In the short term, the contradiction between supply and demand in the industry is difficult to resolve, and prices may remain low.
2.Cost pressure and technical bottlenecks coexist. Although innovative processes such as electrolytic aluminum carbon-free anode technology and steel green hydrogen metallurgy have made breakthroughs, large-scale application still needs time. The Oriental Special Steel project adopts the "melting furnace + AOD furnace" two-step and three-step steelmaking process, and optimizes the material supply model through intelligent algorithms, but such technical investment is still a huge burden for small and medium-sized enterprises.
3.The market opportunities are also clear. The demand for high-end special steel in new energy equipment, electric vehicles, new infrastructure and other fields has surged. Energy projects such as nuclear power and ultra-supercritical units have become new engines for the growth of high-end special steel. These demands have driven China's steel industry to firmly transform towards "high-end, intelligent, and green".
4.Policy support continues to increase.
